Are there war crimes in D&D? I feel like this shouldn't be allowed and the family of that dragon (or whatever) should seek closure in court
The dragon has no friends to testify for him in court.
No best friends… a few acquaintances and occasional meetups at the market though.

i don't get it...why does the DM ask for wis saves at the end?
It was powerful but non-specific. That's an anxiety everyone can have, so while the intended target just immediately got destroyed, everyone else has to make a save to avoid becoming affected themselves.
My guess was it was so effective that everybody in earshot of the insult is getting blasted.
That's how I took it. It's so powerful it insta-killls, then by default everyone within earshot thinks about what was said and needs to save else they also take the depressive damage
