It'd be great if drivers actually had to pay for the infrastructure they hog. Asking $13bn from them for use of half the land in Melbourne is like asking someone for 50 cents rent per month for the entire MCG.

Canadians in Ontario sold their toll highway for a quick buck years ago to a private firm. Worst decision ever, and we still pay the tolls.
Though I guess with our local governments track recorded in keeping public infrastructure maintained the 407 would have probably been closed for safety concerns over comple lack of maintenance.
