Click choose file, then browse to the file, once it is selected and you see the filename next to the choose file box you can hit the "add new photo" to post it. The upload button doesn't seem to do anything for me either atm.
New to this, but I think unless there's some blocking done it is indeed possible to post and comment on communities of different instances.
