I would definitely call that blue.

That's aquamarine.
Aquamarine is lighter in tone.
It's a dark aquamarine.
German has a word for it: Türkis
Looks like cyan to me.
So it’s green in the same sense that yellow is green, and it’s blue in the same sense that magenta is blue.
