Wtf, Internet blackouts are things that totalitarian governments do. Democratic countries should be able to handle this kind of situations, or if they can't handle, the leaders should be changed.

I would highly recommend they install either briar or manyverse. Both are highly resistant to getting cut off as they have the ability communicate via Bluetooth and/or relays
