If the main NATO member can dump a greater budget than Russia's entire military on a domestic gestapo overnight, then of course NATO has the greater capacity to divert resources towards war. I am not sure that was ever in question.
Or has he? Thanks to Krasnov, the US might be leaving NATO or at least refusing to contribute the lion's share like it used to.
