Not sure why. I’m in Germany for the weekend and am surprised to see all of the rooftop solar. I’m also aware that a lot of vehicles use diesel since the smell of a passing car lingers.

Fail the 2035 and see German autoindustry fail.
Hit the target and it still might.
Big Oil bought the American Government and now eveyone gets more oil. Well, "gets" might be overstating it a bit. Everyone will be required to pay for more oil.
What a terrible idea. This needs to happen.
