Read the article, it's actually pretty interesting.

either i am confused or the people are behind this are confused. they want uk to be the home of open source so they eill create a government body to control it. do they not understand open source? it doesnt belong to anyone.

To be fair, having multiple country that has open source governing body would help to have a redundant in case one country goes mental

Sounds like they want the governing bodies for certain open source technologies to be picked up by the UK.

They'd use the term govern rather than control id imagine, though thats a fine line and not a distinction the UK has been good at observing historically.
