Do you have high blood pressure? Just throwing this out there, maybe sleep apnea? If blood pressure is normal, that's probably not it. But sleep apnea will certainly make you feel like you're never fully rested.
Feeling that way occasionally as you get older might be a legit thing. (I felt that way in occasion, but it didn't start until my 40s.) But all the time? That is excessive.
I would start keeping a health diary if I were you. Start writing down how you feel every day, nad note the time you are feeling poorly. You can just use a note taking app (or even a physical notebook), it doesn't need to be a health app.
Also write down everything you eat or drink. You might find after a week or two that an obvious pattern emerges, and you can try changing your diet. But regardless, the next time you see the doctor you can discuss that history with them.
Don't be afraid to get a second opinion on those lab results, also. Some doctors put an emphasis on different things. Another doctor might see a different pattern in the same results.

I see someone mentioned B12, but have you checked your vitamin d levels? I (53m) was feeling like that back in spring and my doctor gave me a ultra high dose of vitamin D (50,000iu) and it was like someone turned on all the lights in my brain. Now I am on 5,000iu daily.
With the caveat that I'm not a woman, I'm around your age with pretty bad insomnia, and even I don't feel that bad when I wake up. I want to sleep more and sometimes my back or shoulder hurt if I slept in a weird position now, but nothing like that. You should really go see a doctor and ask about that. It could be some idiosyncrasy, but it's better to find that out now than to wait and realize it was something more serious that was easily treatable if you had gone sooner.

What are your iron levels in your blood work? Have they looked O2 sats?
In the comments you said you get tests run every 4-6 weeks. In my experience old age problems don't start at 32.
Try some different things in between one of those 4-6 week cycles:
- Track your diet with whatever website or software looking for basic stuff like calories and all the little sodium/calcium/potassium type stuff.
- Drop caffeine entirely. Taper off because the withdrawal headaches suck, and it'll take pretty much the whole month. I doubt this will help, but the best sleep I ever had was when I quit caffeine.
- If money isn't a problem grab a blood sugar monitoring kit and spot check it depending on how quickly you want to burn through the consumables. Get advice from people who have to do this on how to do it right.
Is it like a brain fog? One that no amount of water seems to touch? Like you're moving and thinking through a soup that gets thinner and thinner through the day until it finally gets thin enough to seem normal?

What is your diet like? When i eat poorly it really effects my energy. Im not even 30 yet but I've noticed i can't eat junk foods like i did just a few years ago, they leave me feeling lethargic. I tend to do best on a more whole foods diet. Like cooking chicken breast instead of chicken nuggets and avoiding ultra processed foods.
Also is your sleep actually good quality? Do you use any drugs like Marijuana before bed? Are you dreaming pretty consistently? Is your bed time and wake up time consistent?

Your height? Your weight? What kind of work every day? How much sports? General physical fitness? Blood pressure?
If you don't want to tell the whole world here, that's OK and understandable. But find a trusted person in real life to look at your situation.

It's normal for your hormones and blood chemistry to change over time, especially as you get further and further from your easily recoverable childhood, when a good night's sleep solved most problems.
Talk to your doctor, get some bloodwork done, and see where your levels are. It's likely that a bit of adjustment will do the trick.
Since you mentioned the substance... That sounds an awful lot like caffeine addiction.
