Environment Canada's updated tornado, severe thunderstorm warning system aims to target specific areas

This is now reflected in the WeatherCan app:
As an overseas Canadian with elderly parents in Canada in a tornado prone region, I'd love to be able to receive these alerts for my parent's location to pass them on, but unfortunately they are tied to mechanisms unavailable outside Canada. Are there any options here?
Ie, WeatherCan is unavailable to anyone that doesn't have their play store region set to Canada.
