As an overseas Canadian with elderly parents in Canada in a tornado prone region, I'd love to be able to receive these alerts for my parent's location to pass them on, but unfortunately they are tied to mechanisms unavailable outside Canada. Are there any options here?

Ie, WeatherCan is unavailable to anyone that doesn't have their play store region set to Canada.

Did you try using the facilities on weather.gc.ca directly with a browser? Admittedly, that does mean you'll have to look at the page periodically (or, if you're a programmer and really eager, dig into the publically accessible XML data feeds).
