Does this thing move on a regular basis? It seems more like a mobile office parking nearby next to a site where crime or protest might happen or is being expected. And beside the cameras more dangerous for the police force itself. Or is it just a prop of a funfair?

Yeah. The overall look of the photo is kinda retrofuturistic in my opinion. The thing could be a ticket booth for nearby bumper cars or other amusement rides like this.

It looks "video gamey" to me. Resident evilish, even.

From the rust and the dirt I saw nearby the wheels, and the many wires arriving to it from the other side, it should be stationary. Did only saw a couple of them parked and not on the roads

There are ones near me built into normal police SUVs, branding and all, with a tower sticking out the top of it, containing cameras and lights. I usually see a couple a day, and they move periodically. I almost wonder if people petition (or just straight-up pay) to put one of these things in their neighborhood to deter or try and identify individuals accused of criminal activity.

So it might be stationary now, but only because it seems abadoned or it is not getting any/enough maintenance lately. I think in theory it should have moved a while ago or it may be some sort of trick to fool ordinary people so they assume the police presence at this site with this "equipment" is a response to a temporary actual or declared state of that particular area.
