I think the opposite. It should be paid before it's accepted.

I know HR policy where I worked was specifically that you had to be working at the next job grade level before being promoted. The downside of that, mangement sometimes abuses this. So you have to be proactive too.

It is also often better to apologize then asking for permission when striving to do the correct thing.
