Big platforms must be held accountable for advertisement they allow to go through. Meta is scam central, they know it, but it's too profitable. The govt not making nearly enough noise to its "moderation" is a display of connivance of the elites that benefit from abusing that. Lula may be center left, but the senate and congress, who can also veto nearly anything the president does, has a conservative majority whose main interest is ensuring everything protects their money and themselves.
