Unfortunately that is... Generally how it works. As far as the federal government is concerned. There are international laws, treaties, and obligations but it's been decided that for executive branch matters the president can decide the designation. It's the same rule used by Obama, granted his was a use of class and care instead of stupidity and nationalist isolationism. 😓
Yes, but that power only extends to the government itself. The subservient American media will probably fall in line even though they aren't legally obliged to, and the rest of the world will mostly ignore him because this is obviously stupid.
I think the more important thing here is to understand that this achieves nothing. It's not useful as a threat - we literally do not care - and so only serves as deliberate antagonism. Given that America is still allegedly trying to get a trade deal with us, even if they're trying to force a more favorable deal with tariffs and other forms of pressure, this still doesn't help them reach that goal in any way. Like so much of what Trump does it's just childish and self-destructive.
Oh I agree it's entirely stupid and pointless and so many other negative things, but the law is emplaced to technically allow him capacity to do it. Unlike the vast majority of stupid illegal shit he has and is doing.

Several countries have decided to rename things up to and including the spelling of their own name, no other entity on the planet is required to acknowledge the change.
If the head of some government wants to rename a body of water, nothing is stopping them from declaring the name change, whether there's a law in-country saying they can or not is irrelevant. Nothing is making anyone else use the changed name, either.
