I use Bazarr in my *arr stack for subtitles. If the file I download doesn’t come with its own embedded subtitles, Bazarr will pull them based on the preferences I’ve set.
Good French dubs/subs are really fucking hard to get for some fucking reason. Even on the streaming services, including Crave (Canadian), French language options are a mess.

If you're a media player classic user, it has a plugin built in to fetch them from either of those. You just have to turn the option on. Alternatively, here is the fmhy section for subtitle tools and libraries which I used to find a couple rarer stuff

If you can find subtitles in a language other than the language you want, convert to srt, then copy them into a google doc, then use the translate option under tools to translate to the language you need, then copy to a new srt file.
I find that this does not work well going from Chinese to English
