It needs to be an optional secondary layer/addon, so it can't enshittify the whole eco-system. 'Monetization' IS enshittification and will only get worse: popups, ads, fake accounts/recommendation, and all the other std scams will follow if a humble wish to support creators, becomes intrinsic monetization of the ecosystem !

As long as you have active moderation to remove stuff like that, and cooperate with investigations, you'll be fine. Pornhub is still up because when they came under the microscope, they purged anything that wasn't verifiably legal. Plenty of other sites have shut down because they didn't.
How do you in a completely decentralized system? If everyone hosts their own then there is no moderation
You moderate whatever you host. Even if you have your own instance, your web host, DNS host, or ISP can still cut you off.
But that's my point, this isn't like the fediverse, this is true peer to peer, which means one person hosts everyone would theoretically see it, which means everyone would have to see the inevitable horrific shit and prune it themselves.
Sure, if it used something like Gnutella. But then you'd only see what you searched for, and download what you choose.
