Not sure if I understand you, but most modern OSes switch off the monitor after a few minutes of idling.
That's a feature on LG oled TVs.
If you're on linux with X11, you can run xset dpms force off to turn the monitor off. Either call manually in a terminal or add to scripts where needed. (I assume wayland probably has something similar too, but I don't know what it is specifically.)
Most desktop environments already have a GUI-based way of setting an idle time-out if that's what you're looking for; this is a way to call it immediately.

Do you mean "picture mute" like some TV's used to have where the audio kept playing? Definitely a feature I miss for winding down at night. End up turning down all the video settings to nil for 90% of the effect.
I, too would like to know how to do this. I'm running Linux mint on an old Dell latitude laptop
On my laptop I have the power button set to turn off the monitor. I use it to listen to stuff to fall asleep to.
