Reading the paper, sounds like the strongest conclusion is that clean air policies are the most certain contribution. There's some discussion of controlling for neighborhood, but it's not that clear to me this isn't a case of 'being poorer is bad for health'. Still, good to accumulate evidence that pollution is bad for people at every stage of life.
