The title feels a little misleading considering the pledge included "registered or not" and "cheat like hell"
That "whoa" at the end... It's almost as if even he's surprised the crowd followed along with that.

Legality only matters if there's a judicial system able and willing to actually punish the offender. We haven't had such a thing for the wealthy in a while. The only justice for the wealthy comes when someone picks up a gun.
SCOTUS says he has immunity for "Official Acts," which presumably means those outlined in the Constitution. I checked, but I couldn't find where directing voters to cheat, and to vote whether they're registered or not was in the Constitution, so I don't think that would be considered an "Official Act."
Plus this looks to be at a rally, not a press conference, so does this really count as an official act? Or I guess should it, rather?
As to what that covers, . TL;DW: the constitution is fairly vague on that.
