Why does there need to be PII on samples going to Texas anyway? Have Seattle take the lab samples and do any medical billing, generate a unique id to go on that set of lab samples, keep the link between the patient and ID tied to the record back in Seattle, and then send the samples to Texas.
Texas tests samples and returns results for Patient 3418-6834-0556 when Seattle knows that actually means they're for Bob Smith taken on September 18, 2026.
Not entirely secure if they can just get their hands on the records, but it'd be a hell of a lot better than just... handing the info over.
They shouldn’t need to send the samples across the entire breadth of the US to be analyzed to begin with. There are labs that can do this in Washington state. There’s probably labs closer than TX even if they aren’t allowed to use the in state lab.

Thanks, didn't know that term. I also falsely assumed that where the article states it was required by the "Washington Department of Health" it meant the federal government, but in hindsight they probably meant the Washington State Department of Health.
