Lieber said that the $800 million climate resiliency project has begun with the awarding of a contract for the design of an estimated $270 million project to protect the Hudson Line from Spuyten Duyvil in the Bronx to Hastings-on-Hudson. He said that segment of track has experienced repeated impacts from storms. He said that assets that are in poor condition such as culverts and retaining walls will be repaired and expanded along with shoreline structure rehabilitation and implementing flood protection measures.

IMO, this all seems like regular maintenance items and not really "climate" related. With that said, love to see the investment

They're the same thing now. We're living in the climate changed future of 50 years ago, having not done much to prevent it from coming to pass. Regular maintenance includes dealing with the effects of our more severe climate variations.
