Blocking an instance will only block seeing communities/posts from that instance. Blocking users is done on the individual level.

I have lemmy.today blocked and not this individual.

When you say "block users" do you mean hiding comments from users of that instance? If so, yes.

So, unlike on Lemmy, the individual blocking of an instance by a Piefed user, for them, has the same effect, than an instance defederation of that instance: Blocking its communities and any post or comment of its users.
