Today's hysteria is all because the Stranger Danger panic of the 80s expanded to include higher and higher ages. Originally it was (COMPLETELY BASELESS) fear that your 8-year-old would be abducted, but 30 years later it was "OMG!!! A 17-year-old might have SEX!!!! PANIC!!!! NOW!!!"
