I mean really.
It's a cardinal mcguffin for this line of fiction, constraining the obviously right responses versus the altruistic opportunity to help less developed species, like, it's an engine the series runs on. Those guidelines and the conflict they generate are literally part of the universe's fun. Good work Roddenberry!
