Just did a clean install of 21.3 the other day. Neofetch was there from the get-go.

as in, when you update neofetch no longer needs to be installed. it's in the update

Uhm don't think so? Not sure though. I wouldn't know why it would be preinstalled anyway, there is a graphical window that shows the same information as neofetch. If people are knowledgeable enough to know that neofetch exists, they definitely know how to install it...
