If they actually wanted to tackle shop lifting they'd tell the police they actually need to bother about it even if it's less than £200 in value.
That would require them funding and increasing the police force. Much better to offload the cost to the shops to pay for the recognition system and access to the database of known criminals. It's the Tory way.

Not because the government have an ulterior motive or because the tech is bad at identifying people, but because the police won't do anything as they're too busy being ambush rapists.
Most shops have CCTV to stop (attempt to prevent) shoplifting. Literally what is the difference here? Instead of an old bobby doing the pattern recognition of matching a face a computer will help.
