Do not remove your help posts after they receive replies
Half the point of asking questions in a public sub is so that everyone can benefit from the answers—which is impossible if you go deleting everything behind yourself once you've gotten yours.
Not really. The browser just loads the URL, it would need to include a real-time updated tracking parameter to then know on reload when the video was paused.
I think it works on some sites where you are logged in and the site itself remembers until when you have watched, but that's not something the browser does.
