You can go through the activation troubleshooter and say you replaced the motherboard, I did this with my brother's computer and used a licence from a 5 year old netbook on a modern desktop. It might've needed a Microsoft account though.
Unless I've forgotten how this meme format works, OP was looking how to setup wireguard using NetworkManager, but DDG kept returning results on setting up a wireguard server. That link is a tutorial on setting up a wireguard server, and then connecting a peer using wg-quick (and not NetworkManager).
I usually use Debian for servers, which would be fine for you because Ubuntu is(was?) based on it, so it's still got apt and some other similarities.

Just thought Kiwix seems like it'll be handy here, it lets you download Wikipedia and some other websites, and they have an Android app to view them.

That's up to the application.
I believe this is for storing the position of specific windows, for multi-window applications (e.g. GIMP's multi-window mode). So hibernation is very unrelated.
