I didn't get what I wanted from the green, yellow, blue, and brown "cords", so I just kept tinkering, trying things. Last step was the Mod Podge over the blue at the top, and lower right. Also sprayed with a matte finish so reduce the shine of the Mod Podge.

The hair wetness looks good, but I think the drops on the face don't quite look like water drops (but, how to do this is way beyond my know-how).

I use water color paint from tubes, you can get stronger colors and mix these differently that typical watercolor sets.

I've seen a lot at local (suburban) art fairs, usually in the summer, spring and fall. Even at some summer festivals they'll have a craft fair area and there is always someone selling their art.
