I agree. We saw this same thing coming with the terrible idea to start shoving homeless people into cheap motel rooms, essentially creating SRO (single room occupancy) units.
Research from the US and elsewhere has found that SROs create a fish in a barrel situation that attracts drug dealers and all the criminal infrastructure associated with it.
When I lived in Parnell my neighbour sucessfully summoned police to our street because three men were talking in the road and she was worried they would pee in the letterbox.
The laws exist for behaviours described like wilfull damage, assault, threatening behaviour, tresspass. They are just being very selectively enforced.
This makes them dangerous as economic managers. For example overinvestment in retail residential gives us dangerous rates of foriegn-held private debt, which weakens our economy and drags down our credit rating. There's a comensurately low level of productive investment.
Increased income inequality means our economy is more sluggish at recovering from downturns (I'm not sure what alchemy produces that, but it's a known phenomenon throughout the OECD).
The fact they're just randomly fiddling with the tax settings to achieve these tunnel-vision goals around landlords, is scary.

Makes sense, pittys tend to be earnest dogs who are only dangerous when they get the wrong end of the stick. Spaniels tend to have decided that since they have teeth they won't take shit from kids and vets.
