That depends on what the goal is. Personally I think the independence of the western elite is what brought us the industrial revolution. However, if we take democratic values serious then the elite shouldn't stand above the law or the politicians. Then it's Feudalism in fancy clothes.
So if a party has the last word then it's closer to a democracy than a capitalistic oligarchy where elections are bought. But it's also no full democracy if a party or an inner circle holds the power for the people. The capitalistic elite could have the same noble goals behind their luxeries.
The US has been influencing German elections for a long time, as far as the rumors go. So making a fuss about them influencing the EU now can't lead to serious investigations.
I think it's useless to choose between wrong options. We have to create a system first where the population can't be easily manipulated. Then no group can claim to be responsible for protecting society from itself and society can be a full democracy.

In a good faith situation, people make compromises. The EU is first of all a trade union. If it is maliciously blocked, just wait it out.
To protect against bad faith actors, only the rule has to be changed that one other complice country can block a voting power reduction. That should be part of the discussion.

Germany is also a Trojan horse, and I have read comments about other countries, too.
I don't know the inner workings, I can't even say anything about the speedup, but the UK preferred free markets whereas France prefers state companies. That must have been an endless source for conflicts. I wouldn't ascribe the entire slowdown to US influence.
I think the Hungary situation was milked to establish the need for a reform. As I wrote at the start, without veto powers, we get closer to the USE. For the USE, that means more power but for the citizens it means less power.

This has developed over years. China must have published it in their five-year plans. If this wasn't intentional to give China a false sense of security then the actual issue is that our elites don't know what they are doing.
