I think the collab would be more likely.

Ideally the government would create public domain fonts for their official languages.
If they publish in that language then they should support the font for that language.

Funding such an endeavour as a single studio/designer would require making over 6000 characters for the font ( https://en.wikipedia.org/wiki/JIS_X_0208 ).
I'm sure modern unicode could do wonders to reduce that number (kanji has ~2,000).

It's used for LAUNCHING drones of war, guys. It's not a drone of war itself. It doesn't participate in the war, it doesn't kill people. It's a non-war application of starlink, guys.
The drones it launches could just as easily be used for scientific research.
It's not a war drone.
Perfectly legitimate use of American technology that is in no way supporting an aggressive regimes strategy of targeting civilians.
Starlink is not being used for military applications, and should still be a private company. It shouldn't be militarised government owned system like GPS. Cause the mother drones could be launching science drops.

Impacts legit customers, does very little for everyone else.
After the media hype of a shoplifting crime spree hitting world wide, i imagine this is some businesses answer to that, and they managed to sell it to supermarkets

Yeh, sure. Let's trust the corporation that is discontinuing the sale of talc based baby powder world wide, and is wanting to settle for $9 billion.

Either JNJ are actually doing the right thing here... or they are cutting losses, protecting themselves, looking after shareholders, whatever.

Maybe it's cheaper than trying to recover from such a PR disaster.
Maybe turns out that cornstarch is cheaper/easier for baby powder, and $9b gets rid of a problem, solves marketing issues of cornstarch, and has long-term savings.

Maybe I'm wrong and paranoid.
But I don't trust JNJ
