Less mockingly, I also appreciated tank dating simulator. It's not a porn game but makes fun of them, all the "girls" are actually historical tanks and their friends/enemies as well as features/issues are historically accurate as best as I could tell. For example the French girl/tank keeps running into people(yes literally running into them) because the French tank she is modeled after had many issues with it braking system.
I agree but wouldn't limit it to government... Any organization. To get any real savings you need domain knowledge though. You need to know that the organization spends a lot of money on bits that break every day or two but if you reduced the feed rate and spin rate a bit should last a month easy.
You need to know that you have engineers spending up to 4 hours a week each to read a spread sheet and then write it on erasable boards for "management review" when it could be replaced by a TV where they project the spreadsheets or better yet a teams meeting where they share their screen.
You need to know that if you pay for laptops or a tablet and a systen for your mobile team members to enter information rather than a paper notebook and expect them to bring their own pen, you reduce errors, reduce their time required per task, have more data to analyze for even further savings in the future.
You need to know what actually takes times and money and how to correct that. You can't have that domain knowledge fore every government agency. Yes some things are universal but most of the big ones are specific.
Hell in a lot of cases, look at shipping cost. Can we do some predictive analysis and tracking so we don't need so much overnight delivery? For a lot of stuff, set a minimal amount in stock(say average amount you use in 2 weeks) and change the shipping from sameday/overnight to standard ground(typically 3-7 days).

The fun part was variables could only be numbers between 100 to 999. So let's say you have a sensor and need to verify it's within a certain range. You could set #525 to 10 and #526 to 20 then say #527 = sensor 1 signal. Now lower down you verify it as if(#525 > #527 || #526 < #527){show error}
Now you could create each variable at the beginning with comment of what it was but then have to keep referring to the top to remind yourself what number was what. Or create the variable at first use so it was closer but now it's spread across the document.
I went with first case and just printed out the first 2 pages which listed all the variables.
Before you ask, I talked to the guy who wrote the language and made the system many times he confirmed you couldn't use variable names.

Depends on the field you're in. At my previous company to release a new system for internal use only I had to go through 19 validations(each one 50-100 pages of manual tests). None of it had real source control except uploading final zip of files(no source code, just the enable files).
I wrote all the files, wrote all the test cases, wrote all the documentation, executed everything and wrote most of the reports. They just fired me last week so hope they have fun when they need to update something....
