What data centers are net energy negative? Maybe if they designed the building inefficiently large and then placed solar panels on the roof... Maybe. But I haven't seen any articles or papers or evidence of such a data center. Maybe some have on premise energy generators like natural gas but they are inherently less efficient than the state/federal/municipality ran ones which operate on a larger scale and enjoy the benefits of doing such.

You don't even need that. There have been many cases where crime decreased just by putting up a cutout of a police officer.
