The problem, and the solution:

My name is Pete Hodgson, and I chaired or served on the governance group of the new hospital for 6 years until last Xmas.

I have also chaired the Southern district health board, was the health minister back when Richard chaired the DHB, was a local MP for 20 years, and I want to talk about money.

Two days ago, Ministers came to town to downgrade the new hospital and to release Robert Rust’s report.

I know Robert Rust and I have read his report. He is an engineer who understands finance. He has spent much of his life building health infrastructure in New South Wales.

He is a polite, careful man and he knows his stuff. He says that the hospital ‘probably’ cannot be completed within the current budget of $1.88 B.

That is a problem to which I will return.

Two days ago, when Ministers came to town to downgrade the new hospital and release the Rust report, they said they wanted to be open and transparent.

They were anything but. They said that the cost of the new hospital was approaching $3 billion. The Rust report didn’t say that because it isn’t true.

Richard has already read you Rust’s first recommendation which is that ‘the scope needs to be fixed as a matter of urgency’. That scope was decided years ago, when Bill English was Prime Minister.

Rust is politely saying that someone has bolted a car park and a community pathology cost onto the hospital when they were never part of the project.

He is saying that someone has decided to throw $300m at refurbishing an abandoned building when the no-one knows to whom which bits might be sold or leased for what purpose. He is politely saying that the governance needs to be fixed.

But Ministers have instead used that criticism to pump the cost towards $3 billion. Did they really think we wouldn’t notice? I am calling them out for their deceit.

Two days ago, when Ministers came to town to release the Rust report and to be open and honest, they said the project had been trouble from the start.

They said that it was built in the centre of town, prone to flooding, on contaminated soil, with uncertainty over piling.

But the Rust report says nothing of that. Ministers just made it up.

The reason that Prime Minister Jacinda Ardern asked that it be in the centre of town, where it has been for 100 years, is that Dunedin trains health science students, for all of New Zealand, in their thousands. I would hope the Minister of Health would be enthusiastic about that.

The chocolate factory was demolished, the rubble used to build up the ground level, all necessary soil decontaminated, all piles driven for both buildings, all for less than 3% of total cost. How wrong could Ministers be.

Here is my advice to the Government about yet another cost overrun.

Don’t bother to review the building capacity again. It wastes time and it costs money. There are no vanities or bells and whistles to be found.

Remember Richard’s comment that the hospital was designed from the outset on ambitious assumptions of high efficiency and significant investment in primary care.

Lopping even one storey from the tower block will mean the new hospital would have fewer beds than the current one.

Instead satisfy yourself that you have created an acceptably strong competitive environment, and an acceptably innovative approach to modularising or other tricks of the trade, and an acceptably competent governance.

Then build the bloody thing.

Don’t bother with the blackmail that other hospitals such as Whangarei need the cash. I know the Whangarei hospital. My father spent his last days there a few years ago and it is in dire need of attention.

But Northlanders want half a hospital as much as Southerners do.

Instead look at the Infrastructure Commission’s report of a few years ago which said health infrastructure spending needed to be quadrupled – for thirty years.

Then note how the previous government did put big chunks of money into each of their 6 budgets but how this year’s budget had next to nothing. Therein lies the problem, and the solution.

Does anyone else share my disappointment? Saturday morning with Kim Hill was fun and witty - she was so prepared and knowledgeable and had great questions for every guest. She drew both the ire and applause from listeners - it was so funny hearing their feedback. So engaging. Her guests were diverse and really interesting.

Now, the tone is morose and down beat. The guests and stories appear to be becoming more gloomy, and the pace is sluggish. The whole thing seems to lack energy.

It was such a big part of my Saturday morning and. If I can’t listen anymore. It’s almost a grief I’m feeling. Anyone else?

You can buy it from health food suppliers overseas but customs confiscates.

I need this. I’m autistic and can’t ever sleep.

You can get it by script but it costs $35 to ask for a script and $30-$50 for the melatonin because it is unsubsidised. My 400 a week doesn’t cover it so I’m homeless and so very AWAKE.

When I asked the pharmacist to sell me some, he said no. Apparently there is a rule or law that says if you have a pre existing sleep problem, they can’t! What?

So I’ll use a much more potent, addictive and harmful sleeping pill.

This place is mental. Who sits in an office and makes this stuff up? It’s like a Monty python sketch.

What is going on in their heads?

Why th is it even restricted in the first place? It’s not a classed drug. You can’t become dependent on it.

Are the rule writers being paid by the drug companies?

I’m going to paint the inside of my house and replace the carpets. Start looking at baby proofing the stairs etc.

But outside of getting the home ready what else would you recommend to prepare me for becoming a Dad? All advice is welcome.

Hi all, my mum was diagnosed with stage 4 cancer. I can’t help but feel really lonely as it’s quite taken quite a mental toll on me. I have a decent support network but still feel so alone as no one can truly understand what it’s like without having gone through it themselves.

I was wondering if anyone was in a similar boat as me, as it would be nice to talk or at least know we have each other to chat about stuff when needed.

I’m 25 f in Wellington but open to making friends with people from anywhere in NZ.

Note - I’ve spoken to cancer society and their clinic is a bit too far so can’t get counselling on top of work. What I’d really like is to make some friends who know what it feels like to be going through this.

Is there anyone else who thinks this is ridiculous? I don't understand why it is so expensive. My family is going to be near Greymouth for Christmas and my Grandmother (84) in Chch loves trains. I thought what a great present to give her, she could come over on the train and join us for Christmas... Not going to happen at that price. $450 return for a pensioner. I thought trains were meant to be affordable.

As someone who has had bowel cancer and now seeing my Mum go through treatment for Stage 4 bowel cancer, I can relate so much to what he is going through. It's a great doco. It's on Threenow and I totally recommend it if you have a chance to watch it.

My sister was traveling from Invercargill to Christchurch on the Intercity bus but due to flooding the bus was unable to continue. The driver told the passengers to get off the bus and told them "there's nothing I can do for you". My sister has an IQ of about 70 and was highly distressed. I tried to get through to intercity but no response. We managed to get a friend of a friend's daughter to put her up in a motel but have no clue what to do next.

Surely Intercity is obliged to provide accommodation and food until transport can be arranged?

So, I’ve been unemployed just over a month now. I’ve been applying for jobs vigorously and even joined a recruitment agency.

Ran out of funds this week and have been waiting over a week for an appointment with WINZ.

I don’t live with my partner, however I was forthcoming about the fact that I have one and that he works full time. I pay $350 rent where I live and wasn’t able to pay my rent this week.

Was told by WINZ that even though my partner and I don’t live in the same quarters, we’re still a couple and do “all the things couples do” so therefore I don’t qualify for the benefit. Only assistance which will not cover the cost of my rent or anything else for that matter.

I’m starting to feel like unaliving myself will be a better option. At least the hapū will be able to cover the cost of my tangi and I won’t have to burden my partner with having to pay my bills while my life is in shambles.
