I’m not sure she had immunity here. Did she have a lawful right to obtain those pictures or to release them in a public hearing? Probably not.
Further, I’m pretty certain this didn’t fall under legitimate legislative purposes.

You do have to demonstrate harm- and that's a very specific legal context. if you can find a lawyer willing to sue for it, it's fair game. that said, it would be extremely difficult for the average american to show she harmed them sufficiently to justify a civil lawsuit.
