Since there is insufficient cell differentiation at conception to produce any reproductive cells, does that mean that according to the white house, all people are legally non-binary now?

Actually, he's the first agender president. Embryos don't produce any gametes at conception. The idea that embryos are all female is a myth spread by people who don't believe in nonbinary sex.

Big Gender Binary is suppressing the narrative so that people don't realise they used to be agender.
