The public and mass scale internet. Nobody would ask a small website from 3rd world country to implement those western abominations.
You'll be surprised at how quickly AI enabled site blocking will be implemented. Yes, even Bob's cast iron cooking forum or antique shaving razors. It'll be just one more way to collect data on people.
You underestimate the power of technology over stupid laws. The information will be exchanged but in different place outside of regulated system.
