I tried finding out. It appears this dish is called Mazesoba and the sugar-like substance is Bonito powder.
Thank you! Very interesting. I find a lot of the food posted here looks delicious but lacks context.
Interesting that Bonito Flakes are banned in the EU due to high levels of a carcinogenic hydrocarbon.
Whaaat?? We use bonito flakes at home to make udon soup and other dishes.
