The article doesn't seem to do a good job of explaining the change. It hints that they were required to teach this stuff before (how to read and write, basic maths), but now there will be specific guidelines as to what specific things need to be taught.
I'd guess this article was a press release and no one has done follow up research so they can get it in the news quicker.
You're probably right, it's just such a bizarre headline, and the story does little to clarify.
