So,

spoilerHenry got his powers from the stone thing that connected him to the mindflayer.

Where do everyone else's powers come from?

But more importantly, where do El's powers come from? It's explicitly said that her blood is like Henry's, which is different to all the other numbers, so why is El's blood like Henry's if Henry's powerrs didn't come from the experiments?

Wasnt it blood transfusions, while El was in the womb?

But they did that for all of them. Kali's blood killed whomever they transfused it into, but El has blood like Henry's which is why the military want it.

Kali wasn't as strong as El, and maybe neither was the infusion of Henry's blood into hers, so the military figured that El's blood would be more successful due to her level of power.

It seems it's less of a hunch, it was outright said that El's blood could be used like Henry's, wasn't it? So why would this be the case if Henry's powers had a specific source?

The writing is kind of all over the place, so it's hard to say for certain.

El and Kali and all of their brothers and sisters were changed using Henry's blood.

Kay was assuming they could make more like them using their blood. They tried with Kali but failed. They know El is more powerful than Kali, maybe rivaling Henry. Thus, they hope they can make more using El's blood. They don't know for sure, but it's their best bet.

Yeah I guess the writing isn't that tight, I guess it's not so much that she's special but more so that they want to try her blood to see if she's special.
