Imperialism isnt something a country can "engage" in.

Umm... why not? Imperialism is projecting the power of a nation beyond its porders. Not every Country has the power to do so.

If it was that easy, why would any country subject to imperialist domination? Why dont Venezuela engage in imperialism back against the USA?
