It's her official portrait, which for the purposes of news publications means it's a) easy because it's in the public domain, b) high-quality, c) uncontroversial, and d) often the first thing you see searching for an image (e.g. it's the infobox image on Wikipedia, and the image in this article is sourced to Wikimedia Commons).
If by "they" you mean the people taking the official portrait, then boy, fuck, you got me.
That is 1000% what they meant.
