It's an investment fund. The Iranian economy will prosper after the sanctions are lifted. The billionaires can buy at current prices and will profit. The question is, where can a regular person buy shares in that fund?
That's the weirdest way to say Wartime Reparations.
If they get ownership of whatever they build, e.g. hospitals, then that's not reparations but conquest.
Americans already paid for the shares
Now companies close to Mr Great-Deal will have a feast harvesting this money, when they get the contracts to rebuild, what was blown up - again with public money

plus they get free reign on thier nuclear program, and oil sanctions all lifted.
Cheap energy and export profits. That's good for the fund.
