In principle you're quite correct

The legal system, in most countries, was never designed to accommodate such a plan sadly.

You'll run into issues proving both forseeability and causation from specific acts to specific outcomes.

There's so many factors and an interdependent system, allocating burden is a challenge for a jury.

It can be done, it has been done in specific cases, but a general attribution of blame is going to struggle
