Until 10 years ago it was totally possible. The emergency operator could see your IMEI, that you had no SIM, and which antenna was giving you coverage, but the network wouldn't deny you the call. It was possible to get a legit 112 call that looked like it had no SIM because the phone had suffered damages during whichever accident prompted the call.
Actually the 112 service used to brag about being able to get your call in the most miserable scenarios.
