If accurate that's terrible. How do you even start negotiating from that point…
You don't. You pretend the demands are a joke, and ask for the real demands. If they persist, you walk out of the negotiation.
You cant. He makes the most absurd demands knowing that no reasonable country could agree, and goes to his idiotic base and says "see!" And gladly gobble down his lies
You go point by point and say you could drop the demand but they have to give something in return, what are the real things you want. So they end up with giving a lot more by even agreeing to start from this list. It's not negotiating in good faith but just bullying someone in agreeing to unfavorable terms.
