Looked into Phreeli. They focus a lot on cutting the link between payment and phone number. But does seem to have IMSI rotation like Cape. Any search of IMSI location data would easily reveal the residence of the average user. Basic plan is $25, but there are no affiliate discounts. I'll keep an eye on both providers and report back if I signup with one. Never can tell what happens with the data behind the scenes.
