It's intended to be racist. It's off the back of the Act stuff about immigrants taking too much and stripping areas bare, but we already have other tools to deal with this other than a blanket 10 limit on any kind of shellfish.

You can tell it's intended to be racist because Act are the party of no government interference. They want no regulations and last election literally campaigned (publicly but quietly) on removing any and all building regulations.

Any time they propose adding to regulation you know the intent is to attack a specific group of non-white (or non-cis male) people.
