Not sure with the ball either but seems to me it is a bit folk loreish in the US for some reason.

The ball is called a magic 8 ball and it's a toy popular in the US, you ask it a question and it gives you a random answer
Ah, you beat me to the reply. But yes, the implication is that a random answer is a good as AI, and if you explain your problem to a rubber duck you often find the solution by forcing yourself to think about it step by step.
